Job description

Use research and analysis to combat climate change and tackle fuel poverty.

Do you want to provide the insight required to inform future government climate change policy and make a positive impact to the UK's net-zero and fuel poverty ambitions? Then this opportunity is for you!

It is an exciting time to be working in BEIS as we develop new policies to help combat climate change, tackle fuel poverty and deliver net-zero. The Buildings Energy Evaluation Team is looking to recruit a new SEO analyst to lead evaluations of flagship policies in the area of heat and buildings. We are recruiting for the following SEO-grade analyst role:

Energy Company Obligation and Warm Homes Discount Evaluation Lead

The postholder will design, commission and project manage two high profile evaluations of the Energy Company Obligation (ECO) 4 and the Warm Homes Discount. Each of these schemes plays a crucial role in tackling fuel poverty at a time when many households are struggling with unprecedented energy price rises. The role will provide the postholder with exposure to high-profile policy areas, whilst offering ample opportunities for creativity and innovative analytical thinking.

ECO4 is a £1bn per year investment in improving the energy efficiency of fuel poor households. By tackling the root causes of fuel poverty, ECO aims to lower energy bills and support progress towards the Government’s statutory fuel poverty targets, whilst tackling carbon emissions from buildings and helping meet the UK's Net Zero target. The postholder will lead on the commissioning of a large-scale impact and process evaluation of the scheme and will manage this evaluation once it is tendered.

The second part of the role will involve commissioning and managing a new evaluation of the Warm Homes Discount (WHD). The WHD provides direct energy bill support, in the form of a rebate on energy bills, for fuel poor, low income and vulnerable households. The postholder will lead on the design and delivery of a new process evaluation of the scheme, which will use a mixture of quantitative and qualitative approaches to explore beneficiary experiences of the scheme, and the contribution of the scheme to outcomes such as health, wellbeing and fuel poverty reduction.

For both evaluations, the postholder will lead on disseminating evidence to senior policy officials, and sharing learning with other analysts across Whitehall. The postholder will work regularly with policy to use evidence to improve ongoing scheme delivery.
